To start a coffee business in the UAE, choose your model—specialty café, kiosk, food truck, or roastery—then select jurisdiction: mainland (best for street and mall locations) or a free zone that permits on-site F&B (many limit sales inside the zone). Confirm the correct activity (Restaurant/Cafeteria for serving; Coffee Trading for beans; Coffee Roasting for production) and FDI eligibility with the emirate’s economic department, reserve a trade name, obtain initial approval, and secure a lease (Ejari in Dubai or Tawtheeq in Abu Dhabi). Submit a kitchen layout to the Municipality Food Safety department for approval; include a grease trap, handwash stations, three-compartment sink, chilled/frozen storage, ventilation, pest-proofing, and designate a trained Person-in-Charge (PIC). Fit-out requires Civil Defense and municipal permits; book pre-opening food inspection after utilities are live and equipment is calibrated.
