To legally operate a coffee shop in Ukraine, you don’t obtain a single “coffee license”; you assemble a compliant package: register as an FOP (sole proprietor) or LLC, select the tax regime (Single Tax Group 2 or 3 or general), and add KVED 56.10 (restaurants/cafés) and often 56.30 (beverage serving). Register as a Food Market Operator with the State Service on Food Safety and Consumer Protection at least 10 days before opening and implement a documented HACCP system (supplier controls, temperature logs, cleaning schedules, pest control, staff hygiene training). Fiscalize payments via an RRO/PRRO mapped to your POS, issue fiscal receipts, and keep shift reports. Secure a compliant lease and zoning, fire-safety declaration (extinguishers, evacuation plan, staff briefings), OHS instructions, and employment records; food handlers must hold valid medical books. If you sell alcohol (including beer/cider) or tobacco, obtain separate annual retail licenses and store excisable goods with proper accounting; without these, sell non-alcoholic drinks only. Arrange contracts for waste removal (including coffee grounds/food waste) and potable water; test water if using a well. Obtain city permits for signage and outdoor seating/terraces; license music with a rights organization. Display consumer information and prices in Ukrainian and maintain complaint handling procedures.
