To buy a coffee truck in Latvia, budget €25,000–€80,000 (used to new) and verify EU conformity, PVD-ready food surfaces, and winterization to −20°C for reliable service outside Riga and Jūrmala. Source locally built units in Riga or import from Lithuania/Poland; require documentation for CE-marked electrics, any LPG certification, and recent TA technical inspection. Specify a 2‑group espresso machine (3–6 kW), 16–32 A shore power with RCD, a quiet 5–8 kW generator, 100–150 L fresh water with a 10–20% larger wastewater tank, stainless worktops, handwash sink, and powder/CO2 extinguishers with a gas detector. Form an SIA via the Enterprise Register, notify the Food and Veterinary Service (PVD) with your HACCP plan, and secure a municipal outdoor trading permit for each location (many prime Riga spots are allocated by tender). Register a fiscal device with the State Revenue Service (VID) or use a compliant POS; take contactless cards. Keep prices in EUR and display allergen data per EU 1169/2011. Stay under 3.5 t GVW to avoid tachograph rules; carry OCTA and consider CASCO. Plan for wastewater removal and oil/grease disposal contracts. For demand, target office parks, markets, events, and summer beaches; Jūrmala requires separate permitting. Consider ALTUM-backed financing and equipment leasing options.
